A common assumption among carriers based outside California is that Clean Truck Check is somebody else's problem. If your trucks run loads in the state, it is your problem too, and the January 2026 EPA action did not change that.
Clean Truck Check applies to almost all diesel, alternative fuel, and hybrid vehicles over 14,000 lbs GVWR that operate on California's public roads, even when they are not registered in California. That language is in CARB's own program materials and has been consistent since the rule took effect.
As of CARB's March 2026 guidance, out-of-state vehicles operating in the state must report in the CTC-VIS system, pay the annual compliance fee, and submit passing emissions tests by their applicable deadlines.
The EPA's January 2026 partial disapproval limited the federally enforceable portion of the plan to vehicles registered within California. That sounds like relief for out-of-state operators, but it addresses federal air-quality crediting, not California's state-level enforcement of the testing requirement.
Put plainly: the EPA narrowed what California can claim federally. It did not tell out-of-state trucks they can skip the test. CARB's guidance after the ruling still lists out-of-state vehicles as subject.
California has been screening for high emitters with roadside emissions monitoring devices and automated license plate readers since 2023. The California Highway Patrol has authority to conduct Clean Truck Check inspections. A flagged vehicle receives a Notice to Submit to Testing and has 30 calendar days to submit a passing test before further enforcement.
For an out-of-state carrier, the exposure shows up at the worst time: a roadside flag or a gate check at a port or railyard while you are mid-load. A registration hold or enforcement flag does not care which state issued your plates.
